PURPOSE:
A Traffic Study for the intersection of Pleasant Place and Parker Avenue to determine the need for STOP signage and Pedestrian Crosswalks.
BACKGROUND:
A Resident submitted ACR Case ID 116709 requesting STOP signage marked Pedestrian Crosswalks at the intersection of Pleasant Place and Parker Avenue.
DISCUSSION:
The West Recreation Area of Phillips Park is an active place for families with children. It has 19 parking spaces, and at the time of the inspection, 7 vehicles were there. None of the approaches have curb and gutters. There is a STOP sign on the north approach on Pleasant Place, but no STOP sign exiting the parking lot. There are no crosswalks. There is a Pace Bus Stop for Route 528 on both sides of Parker Avenue.
There is a consistent level of pedestrian traffic at this intersection. It should be noted that due to the fact that no sidewalks exist, pedestrian traffic is forced into the roadway. Staff believes given the lack of pedestrian facilities and level of traffic on Parker Avenue an all-way stop with pedestrian crossing marking on the south and east leg is appropriate. The warrant is based on pedestrian traffic and nearby generators not on overall traffic volume.
IMPACT STATEMENT:
Operations will be responsible for installing stop signage, pedestrian crossing signage, and appropriate pavement markings.
RECOMMENDATIONS:
Staff recommends approval of stop signage, pedestrian crossing signage, and appropriate pavement markings.
