A resolution to award the Water Main Spray Lining Rehabilitation project to Superior Excavating, Co. 424 San Carlos Road, Minooka, IL 60447 in the bid amount of two hundred ninety-four thousand, nine hundred twenty dollars and zero cents ($294,920.00).
PURPOSE:
To rehabilitate existing water main in three locations that experienced several breaks in 2019. A location map is attached as Exhibit A showing the three sections of water main to be repaired in Wards 2, 6, and 10.
BACKGROUND:
The City of Aurora Water & Sewer Maintenance division performed several repairs on two of these water main locations during 2019 and the water main in Lot E is being proactively rehabilitated after it broke during the Lot E reconstruction project. A trenchless rehabilitation method has been chosen for these three locations because there are limited services impacted and as a result minimal digging will be required. One temporary service will be required for the Lot E location. This rehabilitation method will greatly reduce the amount of disturbance required in Lot E which was reconstructed in 2019. The section in Aurora Commons northwest of W. Indian Trail and Lake Street is currently turned off awaiting repair. The location between Stratford Court and Regency Court is located in open space which resulted in property damage when it last broke.
DISCUSSION:
The bid was published on March 15, 2020 with four bids received, opened, and read aloud on May 18, 2020. The bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $294,920.00 was submitted by Superior Excavating, Co. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2020 budget amount of $5,700,000.00 and $3,163,337.38 remains.
