PURPOSE:
To determine the feasibility of changing the 2-way Stop to an all-way Stop at the intersection of Hinman Street and Fourth Avenue.
BACKGROUND:
An E-mail (6/15/17) request was submitted regarding Hinman Street and Fourth Avenue intersection. A suggestion was made to change the signage from a 2-way Stop to a 4-way Stop.
DISCUSSION:
The intersection has a 2-way Stop, with Fourth Avenue having the right-of-way and Hinman Street having the Stop signs. Both roadways are classified neighborhood residential with 25 mph speed limits. Hinman Street has No Parking on the east side of the roadway, Fourth Avenue has No Parking on the south side of the roadway. The roadways are a narrow 25-feet in width, barely allowing two-way traffic, but with the side benefit of traffic calming.
Traffic Studies revealed Hinman Street has a modest ADT of 375 vpd (vehicles per day). Hinman Street Speeds were found to be average 22 mph. Due to the low traffic volumes and modest speeds, all-way Stop signage is not warranted by the MUTCD at this time.
APD reports four crashes total in last 3 years (2014-2017).
IMPACT STATEMENT:
Operations would be responsible for tree trimming, refreshing stop bar pavement markings and installing No Parking Here to Corner signage.
RECOMMENDATIONS:
Staff recommends trimming low-hanging tree branches on all approaches, refreshing stop bar pavement markings and installing No Parking Here to Corner signage, to improve motorist visibility between Hinman Street and 4th Avenue.
