SUBJECT:
Resolution approving an Intergovernmental Agreement between the City of Aurora, Illinois and the Illinois Department of Transportation (IDOT) for sharing of geospatial data.

PURPOSE:
The "Intergovernmental Agreement for Sharing NAVTEQ/HERE Proprietary Data" provides the opportunity for interested Illinois governmental agencies to form geospatial data sharing cooperatives with IDOT. NAVTEQ/HERE is the company that compiles mapping data for GPS companies (i.e. Garmin, TomTom, etc.).

BACKGROUND:
IDOT is taking a leadership role in Illinois government to work towards developing and maintaining a GIS Transportation framework layer through the Illinois GIS Transportation Coalition. IDOT envisions the Illinois GIS Transportation Coalition as being a place to share information between all levels of government. There are currently over sixty organizations participating in this program.

DISCUSSION:
The NAVTEQ/HERE data sharing initiative offers roadway coverage that can be used for location analysis, routing, and other decision support applications for all persons requiring access and information about the state's transportation network. A key goal of the program is to foster relationships and collaboration on changes and updates to the system. These efforts are working towards establishment of a single roadway data source that can be used for congestion mitigation, planning, safety measures, emergency response, and other transportation related

Among other information, this program supplies City of Aurora GIS staff with roadway, points of interest, and building footprint data. Some of this is information Aurora's GIS maps no not currently have, and the program will allow easy access to data that will further enhance internal mapping layers.

The Law Department has reviewed and approved this agreement.
