PURPOSE:
To determine the warrants for changing the N. Harrison Avenue and Spruce Street intersection from a two-way STOP to a four-way STOP.
BACKGROUND:
A Resident on N. Harrison Avenue submitted ACR Case ID 112617 requesting the two-way STOP at N. Harrison Avenue and Spruce Street be converted into a four-way STOP.
DISCUSSION:
Both roadways have normal widths and do not have parking restrictions. N. Harrison Avenue is classified as Residential while Spruce Street is classified as a Minor Collector. Both have Speed Limits of 25 mph. Each roadway has standard curbs and sidewalks. The intersection has two-way STOP signage, with N. Harrison Avenue having the STOP signs and Stop Bars. Traffic Counters were placed on the approaches to the N. Harrison Avenue and Spruce Street intersection. They revealed an ADT of 900 vehicles per day (vpd) for Spruce Street and an ADT of 800 vpd for N. Harrison Avenue. Speeds average 25 mph on Spruce Street and 23 mph on N. Harrison Avenue. Line -of-site is unobstructed by trees, bushes, or other vegetation. Parking is unrestricted on either side of both roadways, so installation of the standard NO PARKING HERE TO CORNER signage combined with Yellow Curb markings may help.
For all way stop consideration, the MUTCD recommends a minimum of 300 veh/hr for 8 hours in a day for the major road and a minimum of 200 veh/hr for 8 hours in a day for the minor road. The minimum volume was not reached on the major or minor approach for any hour.

Staff recommends denial.
