A Resolution authorizing the Director of Purchasing to execute an agreement with Deuchler Environmental Incorporated for assistance with analysis and certification of excavated soil for the remainder of 2016 and through 2017.
PURPOSE:
The purpose for this resolution request is to provide a means for the City's Water and Sewer Maintenance Division to ensure that excavated soils are properly disposed of
BACKGROUND:
35 Ill. Adm. Code 1100 requires testing of soils excavated from sites with a history of activity that may have resulted in soil contamination. The soils that do not meet the requirements for disposal at a Clean Construction Demolition Debris (CCDD) landfill, must be disposed of at a site permitted to accept such contaminated material.
The City of Aurora's Water and Sewer Maintenance Division regularly generates excavated spoils while maintaining the City's water and sewer infrastructure. Environmental Science professional services are required to classify excavated spoils for proper disposal. Depending on the results of the soil analysis, spoils are disposed of as Clean Construction Demolition Debris, non-special waste, or special waste. DISCUSSION:
The proposed agreement will provide professional assistance for the remainder of 2016 and through 2017. This agreement can be terminated by the City at any time.
Based on recent historic data, it is anticipated that the analysis will cost approximately $35,000 for the remainder of 2016, and $60,000 for all of 2017. The 2016 budget provides for a portion of the funding for this service in Account 510-4063-511-32-06, Water and Sewer Fund.
