PURPOSE:

A Traffic Study for the intersection of Church Road and Church Road (near 2846 Church Road) for the consideration of installing a 3-Way STOP.  (The intersection is located in the Savannah Crossing Residential Subdivision on the northern side of Butterfield Road, near the WalMart.)  

 

BACKGROUND:

A Resident submitted ACR Case ID 124148 expressing concern that traffic entering the subdivision cannot clearly see a school bus stop in front of 2846 Church Road, and is travelling too fast to stop in time.  Resident requests a 3-way STOP at the intersection of Church Road and Church Road.  

 

DISCUSSION:

Traffic volumes going north on Church Road from the signalized intersection of Church Road and Butterfield Road to the large Wal Mart shopping complex are much more heavy than traffic volume from the Savannah Crossing Subdivisions.  Also, as a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04  'yield or stop signs should not be used for speed control'.   The subdivision has less than 100 units, about half of which enter and exit off Mesa Lane to the north.

 

Traffic volumes and crash data does not support the installation of an all way stop.   Installation of a bus stop sign would have no impact on traffic in this area.  However, it would be appropriate to install a stop sign on eastbound Church to clarify right of way.  This should also be beneficial to the north south crosswalk. 

 

IMPACT STATEMENT:

Operations will be required to install signage as recommended.  

 

RECOMMENDATIONS:

 Staff recommends a eastbound stop sign on Church Road with a cross traffic does not stop placard.
