SUBJECT:
A Resolution to authorize the acceptance of the lowest qualified bid for the demolition of the City owned building located at 1126 S 4th St in the amount of $25,690.00

PURPOSE:
City acquired the property back in 2015 through a donation agreement. The property is fire damaged and has sat vacant for years. The City has been maintaining the property by cutting the grass, cleaning up trash illegally dumped on the property, and kept the property secured from people trespassing into the building. The structure is approximately 1,614 sq. ft. Once demolition is completed, the site will be greened and maintained as open space until the end use of the property is determined.

BACKGROUND:
Plans and specifications were prepared for bidding the general demolition and site restoration through the City's demolition engineer Wills, Burke, Kelsey. A notice to Bidders was advertised in the Beacon newspaper. A total of three (3) bids were submitted and opened on September 7, 2016. Bids ranged from a low $25,690 to a high of $47,885. The apparent low bidder is KLF Enterprises, 2044 W. 163rd Street, Suite 2, Markham, IL 60428. Their bid of $25,690 was made accepting all project conditions. The bid tabulation and contract attachments to this documentation.

KLF Enterprises has performed past demolitions for the City of Aurora without any issues. Their references have also come back with positive information indicating that the contractor has always met their contractual obligations regarding demolition work of a similar size and scale.

DISCUSSION:
Funds for this project are budgeted in account 101-1727-424-3625.
