PURPOSE:
To authorize the Mayor and City Clerk to execute the warranty deeds to convey properties owned by the City to the Illinois State Toll Highway Authority associated with the construction of the Eola and I-88 Tollway Interchange.

BACKGROUND:
On December 16, 2008, the City entered into an intergovernmental agreement (IGA) between DuPage County and the Illinois State Toll Highway Authority for the construction of an interchange at Eola Road and Ronald Reagan Memorial Tollway (I-88). The project consisted of the construction of ramps connecting I-88 to Diehl Road and Bilter Road. Ramp A is the exiting ramp to Bilter Road, Ramp B is the eastbound entrance ramp to I-88 from Diehl Road, Ramp C is the eastbound exit ramp from I-88 to Diehl Road, and Ramp D is the westbound entrance ramp to I-88 from Bilter Road. The project also included roadway widening and resurfacing of Eola Road, Diehl Road, and Bilter Road, construction of new storm drainage and stormwater facilities, installation of streetlights and traffic signals, and relocation of the existing Illinois Prairie path and existing utilities.

Under the terms of the IGA, the City was responsible to secure the right of way necessary for the construction of the project. The City acquired the following properties; Parcel E-IC-01-001 & 001.01 (Resolution R2009-008075), Parcel E-1C-01-019 (Resolution R2006-226447, Parcel E-1C-01-003 (Resolution 2008-436), Parcel E-1C-01-029 (Resolution 2007-144991), and Parcel 1C-01-020.
