SUBJECT:
An Ordinance Amending Ordinance Number 3100, being the Aurora Zoning Ordinance and the Zoning Map attached thereto, by Rezoning Property located at 1923 Bilter Road from ORI(S) to PDD Planned Development District and Granting a Variance to Parking Stall Width (WDS Real Estate, Inc. / Chicago Premium Outlets / Rezoning - 14-00694 / AU01/2-14.221-Rz/Fsd/Fpn - ES - Ward 1) (PUBLIC HEARING)

PURPOSE:
The Petitioner, WDS Real Estate, Inc. / Chicago Premium Outlets, is proposing a Rezoning Petition rezoning property from ORI(S) to PDD and a Variance Petition for the construction of a parking lot with 349 spaces along with detention and storm sewer located at 1923 Bilter Road.

BACKGROUND:
This Rezoning and Variance petition was referred by the City Council to the Planning & Zoning Division on August 19, 2014. The petition was unanimously moved forward by the Planning Council on September 2, 2014.

DISCUSSION:
The proposal consists of expanding the exisitng Chicago Premium Outlet (CPO) mall onto the Subject Property. The Subject Property is proposed to be rezoned from ORI(S) to PDD within Parcel 2A Commercial of the Farnsworth International Plan Description, in order to match the existing outlet mall's zoning and requirements.

This property has been used by Western Dupage Landscaping. The property will be razed. The rezoning is to allow for a 349 vehicle parking lot with stormwater detention to be added to the existing mall. An accompanying Final Plan and Plat shows this plan in detail. A Variance is also included in this petition to allow 8.5 foot parking stall widths as was done in the rest of the mall to maximize parking.
