SUBJECT:
Resolution Authorizing the City of Aurora to Enter into a Residential Lease Agreement for 817 Forest Avenue.

PURPOSE:
To obtain City Council approval to enter into a new two year residential lease agreement through August 31, 2017 for city-owned property located at 817 Forest Avenue, Aurora, IL.

BACKGROUND:
The Parks & Recreation Division has leased the city-owned property at 817 Forest Avenue to various City employees for almost 40 years in order to preserve our residential asset and ensure regular oversight of adjacent Garfield Park. Denise Hakala has been the tenant since April of 2011.

Historically, the employee tenants have been required to perform duties typically not associated when renting residential property. These duties include: reporting of ordinance violations and maintenance issues at the park; opening and closing bathroom facilities and parking lot gates; managing concessions at Garfield and Solfisburg parks; and advising park users when the park is closed. In exchange for these services the tenants pay below market rental rates.

DISCUSSION:
The estimated current market rent for this residential property is $1,000.00 per month. The current lessee, Denise Hakala, will continue to assume the duties she previously performed. The monthly rent is being increased by 5% from $500.00 per month to $525.00 per month. This lease term is for two years through August 31, 2017 after which time becomes a month to month lease with annual rent increases of 3%. In addition, there is a 60 day termination clause which provides both the City and tenant the flexibility to end the lease at any time for any reason with proper notice.
