PURPOSE:
After the recent purchase of a new fire engine, the fire department has One (1) 1992 fire apparatus that has reached the end of its useful service life for the City of Aurora. However, this equipment may still be of value to other fire departments or other interested parties.
 
BACKGROUND:
In the past the fire department has used a broker specializing in the sale of fire apparatus to try to receive the highest return to the City of Aurora.).
 
DISCUSSION:
The fire department plans to liquidate One (1) 1992 surplus fire apparatus. In the past, the City has utilized the services of B & P Fire Apparatus in order to sell used surplus fire equipment. B &P Fire Apparatus has appraised the value of this unit to be in the amount ranging from $22,000.00 to $14,000.00. The sales commission fee for B & P Fire Apparatus is 10% of the selling price.
 
A second option to sell surplus apparatus is to utilize the services of JJ Kane Auctioneers as is done for other surplus city vehicles. Early in 2013 COA used JJ Kane to sell 3 surplus fire apparatus and the apparatus sold for approximately ½ of the appraised value that B&P had estimated the apparatus should sell for.
 
IMPACT STATEMENT:
The Aurora Fire Department is at its budget limit for fire apparatus in its fleet and based on discussions with the Equipment Services Division it is appropriate to sell the surplus fire apparatus.
 
RECOMMENDATIONS:
In the interest of receiving the highest possible price, that the Finance Committee approve the sale of One (1) 1992 E-One brand fire apparatus through B & P Apparatus of Aurora, IL.
