SUBJECT:
A Resolution to accept the bid from Utility Dynamics Corporation for the 2016 Electrical Service Contract for the Public Works Department Electrical Division

PURPOSE:
To accept the bid from Utility Dynamics Corporation to perform directional boring, concrete light pole foundation work, and other assistance at unit and hourly prices to supplement the Electrical Division.

BACKGROUND:
Many of our street light outages require directional boring to replace crushed or collapsed conduit feeds or replacement of the foundation and conduit raceway. This work is contracted out as it requires specialized equipment. These service bids are solicited annually to enable the electrical division to call the contractor at established unit prices to perform the work in a timely manner.

DISCUSSION:
Bid packets this year were sent to Mid America Underground LLC, Aurora, IL; Rag's Electric, Inc., Darien, IL; Ray's Electrical and Boring Service, Elgin, IL; Utility Dynamics Corp., Oswego, IL; Thorne Electric Inc., Carol Stream, IL; and Virgil Cook & Son Inc., Dekalb, IL. Proposals were received and opened on January 27, 2016. Utility Dynamics was the only contractor that submitted a bid (Exhibit 'A'). Since Utility Dynamic's bid item prices are very close to last year's tabulated lowest bid prices (Exhibit 'B') staff recommends accepting the single bid and proceeding with the annual contract. There is an option in this year's contract to renew for two one-year periods based on mutual agreement between the bidder and the City of Aurora. If for any reason it is determined that one contractor is insufficient we may want to re-bid for next year. The Electrical Division has allocated funds in the 2016 budget for electrical services in account 101-4020-418.38-09.
