SUBJECT:
A Resolution to approve the purchase of 70 Avon Protection First Responder Med Kit (Gas Masks) and 180 CBRN gas mask filters from MES/Lawmen Supply of Deer Creek, Illinois through the Sourcewell Cooperative Contract #032620-MES.

PURPOSE:
To purchase replacement gas masks and associated CBRN gas mask filters for the Aurora Police Department. These gas masks and filters are essential for the protection of our first responding police officers and are being purchased to replace outdated and end-of-life.

BACKGROUND:
The 2023 budget included a decision package from the Aurora Police Department to replace outdated gas masks and restore depleted stock of gas mask filters. The current stock of gas masks are either reaching or are at the end of their useful recommended life, and the current stock of associated gas masks are either expired or have been used by the police department since their initial purchase.

DISCUSSION:
During the budget cycle, it was noted that a significant number of our current gas masks were showing signs of deterioration (rubber failing, etc.) and it was determined that our current stock of gas masks are reaching or have reached the end of their current useful life. Further, it was noted that our supply of gas mask filters, which are a single-use CBRN (chemical, biological, radiological, and nuclear) filter adapted for public safety use was depleted due to deployment or expiration. We developed a multi-year plan to replace our aging supply on a rotation, with an initial cost of immediate replenishment of these CBRN masks.

We located MES/Lawmen Supply Company, who participates in the Sourcewell Cooperative agreement, and is a vendor who has provided reliable service to the Aurora Police Department in the past.
