SUBJECT:
Resolution to approve the low, all inclusive, bid from Total Parking Systems in the amount not to exceed $200,000.00 for the replacement of the Daily Parking Machines at the Aurora Transportation Center.

PURPOSE:
The Aurora Transportation Center ("ATC") has nine daily parking machines. The main lot has four "pay and display" type of machines and the Lincoln lot has five "pay by space" machines. These two lots have different types of machines since the Main and Lincoln lots were developed years apart. Both types of machines are obsolete and need to be replaced.

BACKGROUND:
The ATC has a total of 1,273 parking spaces - 428 that are permit, 818 daily and 27 handicap parking spaces. The nine machines service the 818 daily spaces and only accept cash or the ATC's Smart Card.

DISCUSSION:
Walker Parking Consultants were hired to write a Request for Proposal ("RFP"), organize an onsite pre-bid meeting and provide a written review of all RFP's received for this project. Walker's July1st letter (attached) compares the five priced categories plus additional considerations. Walker claims that all three RRP's were from reliable companies that represent quality parking machines. Walker recommends to accept the all-inclusive low RFP bid from Total Parking Systems in the amount of $189,267.00. I have rounded this resolution to $200,000.00 so that there is a contingency in the event of unforeseen expenses.

In account 530-4433-437-6399 there is $153,000.00 reserved for this project. A budget transfer will be process upon City Council approval of this resolution to fund the balance of this project.

IMPACT STATEMENT:
