PURPOSE:
To investigate installation Pedestrian Warning Lighted Rectangular Rapid Flashing Beacons (RRFBs) for the Pedestrian Crossing connecting the Glanbia and Optimum warehouses.
BACKGROUND:
Alderman Johnson sent an E-mail (1/29/15) requesting the City Traffic Engineer to conduct a Traffic Study for installation of RRFBs at the intersection of Liberty Street and Commerce Street. Previously, the Pedestrian Crosswalk on the west side of the intersection has had Pedestrian Bars and Pedestrian Walkway markings painted in permanent plastic paint. Also, six Pedestrian Crossing warning signs have been installed.
DISCUSSION:
The Posted Speed Limit on Liberty Street is 40 mph. Although no formal Pedestrian Volume studies have been conducted, active pedestrian traffic has been visually observed during every visit to and past the intersection. It may be concluded that pedestrian traffic between the Glanbia and Optimum warehouses is substantial. Therefore, installation of RRFBs would appear to be justified. Previously, RRFBs have been installed elsewhere in the City
Installation would require approval by Alderman for use of Ward funds. There has been support voiced with regards to private funds being utilized to subsidize installation cost.

Staff recommends installation of RRFBs for the intersection of Liberty Street and Commerce Street pending funding.
