SUBJECT:
Request to accept the bid to repair the water infiltration at the Aurora Police Headquarters from Western Specialty Contractors, Chicago, Illinois in the total amount of $97,630.00.

PURPOSE:
Currently there is water leaking in the bathroom at booking at the Aurora Police Headquarters. The purpose is to award the bid to Western Specialty Contractors, Chicago, Illinois to repair the water leak. In addition, we need to repair/replace the concrete topping to stop water pooling, install additional plaza drainage and install cast iron storm piping.

BACKGROUND:
Since the police headquarters was built there has been evidence of water leaking into the booking bathroom. In 2011 the wall was caulked in hopes of curing the problem. The fix has failed and the leak returned in 2014. In addition, the walkway on the second deck of the building is pitched towards the building creating water to pool and puddle up. There are currently 2 drains, an additional drain needs to be installed to stop the puddling of water. Due to the 3rd drain needed there is cast iron storm piping that is required.

DISCUSSION:
In order to seek out the permanent fix, we did exploratory work that included removing the cap stones to expose the waterproof membrane in order to identify the permanent fix. We will remove and replace insulation and drainage mat as required, and install new flashing and tie into the existing waterproofing membrane. We will extend stainless steel flashing to exterior wall and tie it to the base flashing. The new 24 gauge stainless steel flashing will be solder at the edges as required to form a continuous flashing. We will grout the CMU cell solid.
