PURPOSE:
Resident voiced concern regarding perceived traffic speed and lack of all way stop compliance.  
 
BACKGROUND:
Four-Way Stop signage was installed prior to 2006.  Monomoy is a short roadway segment effectively only serving the Randall West Apartments.  Gladstone is a dead end approximately one block north and intersects with Illinois Avenue one block to the south.    
 
DISCUSSION:
While staff could not locate the backup data for the original installation of the all way stop, it does not appear that the all way stop is currently warranted.  Studies have shown that installation of unwarranted all way stops exhibit a high percentage of non-compliance. The traffic study conducted for traffic coming in and out of the NO OUTLET portion of N. Gladstone Avenue.  The 85th% speeds are 25mph or less, while the ADT is 1,070 vehicles per day.  This area did not meet the minimum qualifications for traffic calming.
