SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To increase the number of Class A - (Package Sales) liquor licenses at 1.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
Jackia Enterprises, LLC, d/b/a Park to Shop Supermarket Aurora, is located at 4334 E. This would be the first Class A - (Package Sales) license to be issued pursuant to the newly-enacted liquor license classifications, as set forth in Chapter 6 of the City's Code of Ordinances, as amended on April 14, 2020. Current Class C, F-1, G, G-1, I, and N licenses will be converted to Class A - (Package Sales) licenses on or before August 31, 2020. There are currently 69 licenses pending conversion to Class A - (Package Sales) licenses.

Attached is the application submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the licenses by the Commissioner. City staff has been working with the business representatives to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.

RECOMMENDATIONS:
