PURPOSE:
To review the process of loading and unloading students for Homestead School and possible ways to mitigate the disruption in traffic flows caused by same.
 
BACKGROUND:
A concern was expressed by the Principal of Homestead School regarding the loading and unloading of students in the area around Homestead School.  Traffic becomes congested by the arrival, temporary parking, and departure of vehicles loading and unloading students.  Staff recommends installing signage reading NO PARKING STOPPING STANDING DURING SCHOOL HOURS FROM 8AM - 4PM DURING SCHOOL DAYS as seen on several neighboring residential streets.  The three targeted streets are all less than the city standard of 29.5 feet in width.  With a parked /stopped/standing vehicle on each side of the street, only one lane is left in the center for traffic.
 
DISCUSSION:
Three streets were targeted for the possibility of restricted parking::
  • Hillsboro Blvd.    Staff recommends alternative of special signage described above on Hillsboro from Providence Ave. to Grand Ridge Cir.
  • Providence Ave.    Staff recommends alternative of special signage described above on Providence from Hillsboro to Landsdale St.
  • Grand Ridge Cir.    Staff recommends alternative of special signage described above on Grand Ridge reading NO PARKING HERE TO CORNER.
 
IMPACT STATEMENT:
Significant fabrication and installation of signs will be required by the Operations Department.
 
RECOMMENDATIONS:
Staff recommends approval as outlined in DISCUSSION section.
