PURPOSE:
To obtain authorization to execute a Memorandum of Agreement between the City of Aurora and the International Brotherhood of Electrical Workers - I.B.E.W.
BACKGROUND:
The contract for IBEW expired December 31, 2012.
DISCUSSION:
Upon the completion of the tentative agreement, the Association ratified the contract in November of 2013 and redlined approved. A summary of changes is attached hereto. Changes were negotiated in part to keep pace with benefits recently afforded to other groups within the city or to enhance certain I.B.E.W. benefits from other City classifications. Wages agreed upon for the term of this agreement are 2% for years 2013 through 2016. Insurance contributions for active employees which are on a percentage of premium schedules for both HMO and PPO coverage will progressively increase for years 2015 and 2016. Pay step schedules have been expanded which reduces the percentage between step increases. Significant revisions to the City of Aurora Drug Policy includes lowering the threshold from .05 to .02 and removing language giving the employee an automatic second chance for a positive test regardless of prior discipline.
IMPACT STATEMENT:
There will no impact to other city departments/divisions.
RECOMMENDATIONS:
That the City Council authorize the execution of a Memorandum of Agreement between the City of Aurora and the International Brotherhood of Electrical Workers - I.B.E.W. for the period of January 1, 2013 through December 31, 2016.
