SUBJECT:
Resolution ratifying payment to AccountTemps for staffing services in excess of $25,000 used during 2017 by the Budget Division.

PURPOSE:
To obtain council authority to pay for services in excess of $25,000 per the City's Purchasing Policies.

BACKGROUND:
The Budgeting Division used temporary services to help with the workload during the 2018 budget start up process and to assist with the day to day tasks while I have been working as the Interim CFO.

DISCUSSION:
A purchase order was initially set up for less than $25,000 but as the staffing needs continued longer than expected and we now need to ratify payment to AccountTemps for the services we received.

Funding for the staffing services is available in account 101-2522-415-3250.

IMPACT STATEMENT:
This ratification must be approved in order to ensure payments for services received comply with the City's policies.

RECOMMENDATIONS:
The City Council approves ratification of payment for temporary services to AccountTemps.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

WHEREAS, the 2017 expenditures for temporary staffing have exceeded the treshold requiring City Council approval; and
