A Resolution Authorizing the Director of Purchasing to Execute the Engineering Services Agreement with Santacruz Land Acquisitions and to Appropriate Motor Fuel Tax Funds for the East New York Street - Segment III (Farnsworth Avenue to Welsh Drive) Project, Section 14-00210-02-PV.

PURPOSE:
This is a Resolution to Approve the above referenced Engineering Services Agreement and to Appropriate Motor Fuel Tax (MFT) funds as required by the Illinois Highway Code.

BACKGROUND:
The City has received federal Surface Transportation Program (STP) funding in the maximum allowable amount of $2.5 million through the Kane Kendall Council of Mayors (KKCOM) for the East New York Street - Segment III (Farnsworth Avenue to Welsh Drive) project. The City also received $428,680 of Congestion Mitigation and Air Quality (CMAQ) funding for the construction of a bike path on this portion of E New York Street. The City continues to seek additional funding for construction by applying for the STP - Shared Funds. This is a new program implemented by the Chicago Metropolitan Agency for Planning (CMAP).

The City continues to work with their consultant, HR Green, on design plans under an agreement approved in 2014. The plans are 90% complete and the project is targeting a summer 2020 IDOT letting with construction to begin in the fall of 2020 and completion by 2022.

During design, it was determined that twenty (20) parcels required additional right-of-way, permanent easement and/or temporary easements to construct the improvements. The plat of highways were approved by IDOT on January 23, 2019. In March 2019 the City approved an agreement with Civiltech Engineering, Inc. to provide appraisal and review appraisal services (R19-106).
