SUBJECT:
A Resolution Superseding All Previous Resolutions Pertaining To and Amending Salary and Benefit Plans for Employees In the Executive Pay Plan.
PURPOSE:
To obtain City Council approval to amend the salary and benefit plan for employees in the Executive Pay Plan for 2021.
BACKGROUND:
In 2018 the City made significant changes to the pay plan structure after having the plan evaluated by the Hay Group. The revised structure was designed to place positions in the correct pay ranges that reflect a balance of internal and external equity.
The salary and benefit plan for employees in the City's Executive Service is submitted for approval annually after passage of the City budget.
DISCUSSION:
In a continuing effort to ensure the City stays competitive, there are several positions that were reassessed in order to accurately place positions equal to the scope of responsibility. Changes are reflected in the attached summary as well as in the proposed budget.
The pay plan also reflects a 1% cost of living adjustment to all pay grades.
Attached is the Executive Pay Plan and a summary of changes proposed for 2021.
