SUBJECT:
Ordinance Amending Chapter 2, Article II of the Aurora Code of Ordinances Entitled, "Administration" (Mayoral Transportation Expenses).

PURPOSE:
Chapter 2 addresses transportation expenses for the Mayor, specifically the use of a city vehicle when conducting city business.

BACKGROUND:
Previously, the city leased a vehicle exclusively for the Mayor's use when conducting city business, covering all expenses associated with the care and maintenance of the vehicle, including insurance. This amendment seeks to codify the practice of the city leasing a vehicle as well as adding the option for a monthly vehicle allowance instead of providing a vehicle. This provides the city's Chief Executive the option to lease a vehicle personally or utilize a city owned or leased car.

DISCUSSION:
If the vehicle allowance option is selected, it will be added to the Mayor's paycheck and taxed as income. The Mayor will also be responsible for providing insurance and maintenance for the vehicle.

RECOMMENDATIONS:
I respectfully request the proposed amendment to Chapter 2 be accepted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
