PURPOSE:
To consider creating an additional loading zone eliminating parking spaces in front of 28 W. New York Street (Ballydoyle's Restaurant).
 
BACKGROUND:
A Fax was sent to Alderman Saville (1/10/2015) expressed concern that there are no unloading zones for Handicapped passengers close to the front of 28 W. New York Street (Ballydoyle's Restaurant).  
 
DISCUSSION:
Parking is in high demand on New York Street, stretching from the Hollywood Casino to the intersection of E. New York Street and River Street.  The curb is unusually high on the south side of that street, some portions use two steps to match the one-foot difference in elevation between the sidewalk and the roadway.  There is a temporary loading parking space at the last parking space closest to River Street which reads 15 MIN PARKING DOUGHBALLS PIZZA 5PM - 2PM.
 
While there appears to be some merit to the request, the timing may be wrong.  The impending River Street will open additional parking in the area of the request.   It would be more appropriate to wait for the River Street Conversion project to repurpose parking in this area.

RECOMMENDATIONS:
While there appears to be some merit to the request, staff would like to incorporate any short term loading zone after the two way conversion of River Street.
