SUBJECT:
A resolution authorizing the Director of Purchasing to enter into an agreement with Wills Burke Kelsey Associates, Ltd. To perform construction engineering services for the Michigan Avenue Water Main Replacement project.

PURPOSE:
To enter into an agreement with Wills Burke Kelsey Associates Ltd. for construction engineering services for the above referenced project.

BACKGROUND:
Michigan Ave. water main replacement plans were developed in response to a city-wide water main break evaluation and pavement resurfacing program. Installing the replacement water main between Pennsylvania and Palace will reduce the likelihood of pavement excavation due to water main breaks along the block. Plans were issued for bid and Gerardi Sewer & Water Co. was the low bidder. Wills Burke Kelsey Associates Ltd. was selected by staff to provide construction engineering services as they have significant experience working with the City of Aurora.

DISCUSSION:
Wills Burke Kelsey Associates Ltd. submitted a proposal to provide on-site full-time construction engineering services in an amount not to exceed $43,750.00 for this project. Funding for this project is available in IC076 account #510-4058-511-7302.

IMPACT STATEMENT:
Residents along this block should expect improved fire protection flows and more reliable water service. The water main breaks have been frequent along this block. In addition, street resurfacing plans will occur after the water main replacement, reducing the likelihood of pavement patching shortly after new pavement is installed.

Arrangements with a construction observation consultant will reduce the work load burden on engineering staff and we do not anticipate impacts to other departments.
