A Resolution to Award the Contract for the Benton and Stolp Intersection Improvement to Martam Construction, Inc.
PURPOSE:
To award the construction contract to complete the public improvements at the intersection of Benton and Stolp
BACKGROUND:
The Benton and Stolp pavement is in poor condition due to various underground improvements that have taken place over the past two years, including water main replacement, sanitary sewer improvements and the installation of a new Nicor high pressure gas main. Staff has also been exploring options to introduce streetscape elements in the area to increase pedestrian traffic and utilization. The proposed project would include removal of a significant amount of unused pavement, new benches, lighting, plantings and overall aesthetic improvements to the surrounding area.
DISCUSSION:
Bids were open and publicly read on July 3, 2019. The lowest responsible bid was submitted by Martam Construction, Inc.in the amount of $540,854.00 which is nearly 17% above the Engineer's Estimate. This is a unique project with many items that will require multiple sequences to complete and progress will be impacted by the complexities of working downtown with many existing utilities. We have determined that these costs are appropriate and recommend awarding the contract to Martam for the unit prices submitted. In addition Martam has satisfactorily completed previous city projects in a timely manner. Funds are available in the A055 project, in accounts 340-1830-465-73-76 ($850,000) and 353-1830-465-73-76 ($600,000).
Local prefrence does apply to this bid, however the local contractor was greater than 4% higher than the lowest, responsible bidder.
IMPACT STATEMENT:
Construction is expected to begin in August and be completed by November. Traffic will experience delays and may be re-routed to Downer Place during certain phases.
