SUBJECT:
A Resolution authorizing the Director of Purchasing to enter into an agreement with LDV Custom Specialty Vehicles (LDV, Inc.) in the amount not to exceed $268,800 for the construction of a rapid deployment and surveillance vehicle for the APD Special Operations Group.

PURPOSE:
To authorize the Director of Purchasing to enter into an agreement with LDV Custom Specialty Vehicles (LDV, Inc.) in the amount of $244,364.00 plus 10% contingency of $24,436.00 for a total amount not to exceed $268,800 for the construction of a rapid deployment and surveillance vehicle for the APD Special Operations Group.

BACKGROUND:
The Aurora Police Department is looking to replace its rapid response and surveillance vehicle which is regularly used to assist in various important roles at APD, particularly the department's Special Operations Group.

The Special Operations Group (SOG) is responsible for gang, narcotics, and vice enforcement. The SOG Unit regularly conducts covert surveillance, executes search warrants and other high-risk operations that requires the dependable deployment of a specialized vehicle capable of meeting specific needs associated with such investigations.

At present, SOG uses a 2004 Chevrolet Van that has been partially retrofitted in a way that meets our minimum standards but is lacking in many meaningful ways. Further, this van is troubled with mechanical issues and there are plans to remove it from APD's fleet.

A new and properly designed response/surveillance van will provide a modernized, better equipped, and more reliable mechanism to perform tasks associated with these high-risk services in a way that will allow our officers to perform more safely and efficiently.
