SUBJECT:
A resolution authorizing the Director of Purchasing to execute a contract for the access improvements at 1110 Aurora Avenue with Martam Construction, Inc. in the amount of $253,330.00.
PURPOSE:
To award the construction of an improved access drive for the city owned property at 1110 Aurora Avenue through parcel 15-15-127-006 which was acquired earlier this year.
BACKGROUND:
On 4/8/25, the City Council approved the purchase of parcel 15-15-127-006, which is adjacent to the city owned property at 1110 Aurora Avenue (R25-107). The parcel was purchased to allow for the construction of a new access drive to the existing city facility, which is maintained by the Water Production Division. This project has been budgeted for many years to allow for improved access to the site, as the existing entrance out to Aurora Avenue (IL Route 25) is steep and cannot be maneuvered safely by larger maintenance and delivery vehicles. The improvements will include a new sliding gate with card access for Water Production employees.
DISCUSSION:
Bids were opened on August 13, 2025. The lowest responsible bid was submitted by Martam Construction, Inc. in the amount of $253,330.00 which can be seen in the attached Exhibit A - Bid Tabulation was 3% below the Engineer's Estimate. Martam Construction has successfully completed similar projects in the City of Aurora. The project plans and bid document can be found as Exhibits B and C respectively. Martam's bid is also attached as Exhibit D. The majority of the funds are available for Driveway Access of Aurora Water Treatment Plant ($253,330.00) in account 510-4058-511.71-01 ($400,000.00 approved 2025 budget, I043). There were eight companies following this bid within OpenGov and four plan rooms. Local preference does apply to this bid, however no local contractor submitted.
