SUBJECT:
Request to accept the low bid from National Restoration Systems, Inc. located at 1500 Hicks Road, Rolling Meadows, IL for the repairs to the Stolp Island Place Parking Deck ("SIP") in the amount of $51,191.00.

PURPOSE:
To maintain the SIP located at 5 E. Downer Pl in the Central Business District.

BACKGROUND:
The SIP was built in 1991 and provides 350 public parking spaces. The SIP structure is a precast design and shear connectors are used to fasten the precast sections. The connectors used in the 1990's were steel (see attached) which is strong however these do rust and corrode over time. Many of the top deck connectors have already been repaired, however in 2015, it was decided to do a more permanent repair that is estimated to last 30 years.

DISCUSSION:
Five companies bid on this project. National Restoration Systems, Inc was the lowest bidder and has been recommended by Walker Consultants

A Budget Transfer is pending to transfer funds into account 520-4432-437-38-05 to fund the SIP shear connector repairs. There are six accounts from fund 520 that were used to transfer funds; 36-01 (Snow removal) for $20,000, 36-15 (Mowing) for $4,000, 38-34 (Landscaping) for $6,000, 62-04 (Electricity) for $10,000, 65-05 (Building & Grounds) for $2,000 and 65-55 (Parking Equipment) for $3,000.

IMPACT STATEMENT:
There will be sections of the parking deck that will be closed while the shear connectors are repaired. Regardless there should be ample parking spaces for users of the parking deck during construction.

RECOMMENDATIONS:
I'm requesting City Council approval to accept the low bid from National Restoration Systems, Inc, for the repairs to the Stolp Island Place Parking Deck in the amount of $51,191.00.
