PURPOSE:

A Traffic Study for Lakelawn Blvd from Lake Street to the west to determine the need for traffic calming.

BACKGROUND:

A Resident submitted ACR Case ID 137225 expressing concerns regarding traffic speeds on Lakelawn Blvd from Lake Street to the west.

DISCUSSION:

The Lakelawn Blvd roadway is Residential with a standard 25 mph speed limit.  The roadway has no curbs, and measures 22-ft in width.  The roadway does not have parking restrictions.  The road surface is in good condition.  The eastern end of Lakelawn Blvd "Ts" into Lake Street.  The western end "Ts" into Highland Avenue.

Eastbound traffic was found to have a Mean speed of 22 mph, a Median speed of 22 mph, and an 85th percentile speed of 26 mph.  Westbound traffic was found  have a Mean speed of 26 mph, a Median speed of 22 mph, and an 85th percentile speed of 22 mph. The combined ADT was about 440 vehicles per day.

As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04  'yield or stop signs should not be used for speed control'.  Lakelawn Blvd is residential with low volumes (less than 1000 ADT).  With that said, existing conditions do not warrant an all way stop based on volumes, pedestrians, or crash history. The roadway does not meet the minimum qualifications for traffic calming based on speed or volume.

IMPACT STATEMENT:

No impact due to no action.

RECOMMENDATIONS:

Staff recommends acceptance of traffic study.
