A resolution to award the Rotary Plaza Pedestrian Bridge Removal and Walkway Reconstruction located in Ward 2 to MYS, Inc, Palos Heights, IL in the bid amount of $136,748.00.
PURPOSE:
Removal of the deteriorated Rotary Pedestrian Bridge adjacent to the Lot F Parking Lot and the construction of a new walkway along the Fox River connecting the Lot F Parking Lot south to East Galena Boulevard.
BACKGROUND:
The Rotary Plaza Pedestrian Bridge is a single span weathering steel truss bridge with a timber deck carrying pedestrian traffic that provides continuity for the east section of the river walk.
In the summer of 2019 the bridge walking surface failed and the bridge was thereafter closed to the public. Shortly after the closure, Alfred Benesch & Company (Benesch) was asked to perform a detailed inspection of the Rotary Plaza Bridge and make recommendations for rehabilitation. Upon completion of the inspection, it was determined that not only was the timber decking failing, but the steel members under the bridge had also begun to deteriorate to the point that the cost to fix the existing structure exceeded the replacement cost.
As a result, Benesch was asked to prepare a Bridge Condition Report that not only summarized their findings, but also provided alternatives and cost estimates for the replacement of the bridge. These options included a new bridge, a sidewalk through Rotary Park, and a walkway closer to the river that required the construction of a retaining wall.
Ultimately 2 options were selected to go out to bid, including the option for a new path with a retaining wall (base bid) and a sidewalk approximately three feet further from the river, but without the expense of constructing the retaining wall (alternate bid). Both options will include decorative brick inlay and the proper downtown river railing.
