Resolution Authorizing the Mayor to sign the Local Agency Agreement for Federal Participation with the State of Illinois, the Director of Purchasing to sign the Construction Engineering Agreement with V3 Companies and to Appropriate Motor Fuel Tax Funds for the Acquisitions, Construction and Engineering Services related to the Sheffer Road Bridge Replacement Project

PURPOSE:
This Resolution will authorize the Agreement to Utilize Federal Funds, Approve the Engineering Services Agreement and Appropriate Motor Fuel Tax (MFT) funds for the Sheffer Road Bridge Project

BACKGROUND:
Sheffer Road Bridge is located just east of Farnsworth Avenue over Indian Creek. The existing bridge constructed in 1933 is a narrow concrete slab with severe concrete deterioration. This project will remove the existing bridge, relocate the existing water main and sewers and construct a wider 2 lane bridge with shoulders, guardrail and improved approach pavement.

DISCUSSION:
The City has secured Federal Bridge Funds to cover 80% of the project costs. The Local Agency Agreement with the Illinois Department of Transportation (IDOT) and the Engineering Agreement for Federal Participation are required to be approved by the city council.
The attached Local Agency Agreement for Federal Participation - BLR 05310 (Exhibit 'A') defines the Division of Cost for Construction and Engineering utilizing Federal Funds to cover 80% of the cost with a maximum STP- Br Federal Participation Funds of $1,328,000 and a final City share of $332,000.

The attached Engineering Agreement for Federal Participation - BLR 05611 (Exhibit 'B') from V3 Companies in the amount of $156,543.35 will provide Construction Engineering Services required for the project.
