SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To maintain the number of Class E, Full Menu Restaurant licenses at 53.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification. This request is presented to approve the issuance of the Class E license after the change of ownership of Torresmania Restaurant No. 3, Inc. d/b/a Torresmania Restaurant No. 3, Inc.

DISCUSSION:
Torresmania Restaurant No. 3, Inc., d/b/a Torresmania Restaurant No. 3 at 3 South Lincoln Avenue, Aurora, Illinois 60505, is a current Class E liquor license holder (on-premises consumption only). Torresmania Restaurant No. 3, Inc. has submitted an application to change the current corporate ownership percentage. The ownership will be 100% with the new owner, Evelyn Hernandez. Torresmania Restaurant No. 3 has held a City of Aurora liquor license for 10 years.

Attached is the application submitted for your consideration. If approved, this resolution would maintain the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the license by the Commissioner. City staff has been working with the business owners to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.
