Requesting permission for the City of Aurora to stage Winter Lights on Friday, November 16, 2018 from 6:30 to 7:30 pm.

PURPOSE:
Winter Lights is Aurora's official kick-off to the holiday season. The tree at the G.A.R. is lit by the Mayor, assisted by the newly crowned 2019 Little Miss and Mr. Aurora.
BACKGROUND:
The event includes a small procession, tree lighting and fireworks. Downtown businesses are asked to stay open to take advantage of increased foot traffic.
DISCUSSION:
This event is budgeted for in Special Events account #101-1341-450.53-07.
The proposed route is to stage in B Lot step off onto Water, to Downer ending at Middle Ave. Downer will close from Broadway to Lake at 6:15. It will reopen immediately after the parade with the exception of Water to Stolp to allow for fireworks viewing.
Fireworks will be shot from the Q Lot immediately after the parade. APD will close Benton from Stolp to Broadway and Clark from Broadway to Water for approximately 20 minutes to allow for the exclusionary zone.
After the fireworks Santa will be at Wyckwood House at 14 W. Downer Place.
IMPACT STATEMENT:
Assistance is requested from the following Departments and Divisions:
APD, AFD, Fire Prevention, Human Resources, Streets, Electrical, MVPS and Downtown Maintenance. A detailed City Services Request is attached.
RECOMMENDATIONS:
I request the proposed event be forwarded to the Government Operations Committee for review and approval.
