A Parking Study for Grove Street, adjacent to Cowherd Middle School. Ward 7, Alderman Hart-Burns.
body
PURPOSE:
A Parking Study for Grove Street, adjacent to Cowherd Middle School, Farnsworth Avenue to east-most school driveway.
BACKGROUND:
School complaining about parked and standing vehicles near school driveways, off of Grove Street, which are making it difficult for school buses to enter and exit school drives.
DISCUSSION:
Grove Street is classified as a residential roadway, 30 feet in width, with a school zone 20 MPH speed limit, adjacent to the school, in effect on school days when children are present and a 25 mph speed limit outside of these conditions. Walter Doughty, Assistant Director of Transportation-School District 131 and Aurora Officer Rolison confirmed the issue involving parked and standing vehicles, near school driveways, has been on-going, creating congestion and difficulty for school buses during AM drop-off and PM pick-up periods. Both Mr. Doughty and Officer Rolison are supportive of a No Stopping, Standing or Parking restriction for Grove Street, adjacent to the school.
IMPACT STATEMENT:
Street Department and APD resources.
RECOMMENDATIONS:
Staff recommends the installation of No Stopping, Standing or Parking on School Days signage, for both sides of Grove Street, from Farnsworth Avenue to the east-most school driveway. Also recommend random, selective enforcement by APD, to reinforce proposed signage.
