A resolution to award the Rotary Park & Lot F Parking and Sanitary Sewer Improvements located in Ward 2 to H. Linden & Sons Sewer and Water, Inc., 722 E. South St., Unit D, Plano, IL 60545 in the bid amount of three hundred thirteen thousand, one hundred sixty dollars and zero cents ($313,160.00).

PURPOSE:
To realign the Fox Metro Water Reclamation District 36" Sanitary Interceptor under Rotary Park, install a new sanitary sewer to replace an insufficient sanitary sewer, and to make parking lot improvements to Lot F.

BACKGROUND:
This project will address three issues prior to the necessary pedestrian bridge replacement project to be completed later in 2020. The Fox Metro Water Reclamation District has previously expressed an interest to re-align their 36" interceptor under Rotary Park to eliminate 2 ninety degree bends that hydraulically restrict flow in the interceptor and limit its capacity. The City and Fox Metro will utilize the current intergovernmental agreement for the investigation and repair of combined and separated sewers to seek reimbursement for these improvements.

The sanitary services for the properties at 28, 30, 32 & 36 N. Broadway Avenue currently drain west to a 6" sanitary sewer in the alley that drains north to a sanitary sewer on E. New York Street. This sewer should be 8" and was constructed flat which has led to basement back-ups. As a result, a new 8" sanitary sewer draining south to the re-aligned interceptor is proposed to prevent future basement back-ups.

The final element of this project is the addition of parking in the alley to service neighboring redevelopment. This will be accomplished by shrinking the concrete island along the west edge of the alley to allow for 7 parallel parking, the addition of 5 angled parking stalls on the east side of Rotary Park and the addition of a dumpster pad.
