PURPOSE:
To define existing speeds on W. Downer Place near Garfield Avenue as well as Truck Traffic volume.  
 
BACKGROUND:
A resident contacted the Mayors Office expressing concern for both Speed on W. Downer Place near Garfield Avenue and Truck Traffic volume.  
 
DISCUSSION:
This section of W. Downer Place, stretching from S. Constitution Drive to S. Edgelawn Drive is a wide 37-feet.  It has been classified as a Minor Collector and acts as a transition between a commercial corridor and a residential area.  Little to no parking was observed on this roadway, providing ample room for two-way traffic. The Speed Limit is posted at 25 mp.  The ADT was about 3,800. The Average Speed was 30 to 31 MPH while the 85th Percentile Speed was from 35 to 37 mph.  The number of heavy vehicles over the observed period was 220 which represents 1 percent of the total classified vehicles.  While the observed speeds represent a concern the truck volume is appropriate for the transition roadway.

RECOMMENDATIONS:
Staff recommends acceptance of traffic study.
