SUBJECT:
Appointment of Administrative Hearing Officer.

BACKGROUND:
The City has an ongoing need for administrative hearings to address matters related to parking tickets, vehicle impoundments and City housing and property maintenance codes.

DISCUSSION:
Mark Wade is the Sole Practitioner of the Law Office of Mark Wade as well as serving as Counsel for Mickey, Wilson, Weiler, Renzi and Andersson. Mr. Wade has experience with municipal administrative hearings and currently works with the Villages of Montgomery and Sugar Grove presenting evidence to the Hearing Officers of those respective communities.

Mr. Wade has completed all of the necessary training related to this appointment. .

IMPACT STATEMENT:
This position is paid two thousand dollars ($2,000) per month.

RECOMMENDATIONS:
It is requested that Mark Wade be appointed as an Administrative Hearing Officer.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

WHEREAS, the city has need of an Administrative Hearing Officer for a variety of administrative hearings including matters related to parking tickets, vehicle impoundments and the city housing and property maintenance codes; and

WHEREAS, Attorney Mark Wade has the experience, skills and training to serve as an Administrative Hearing Officer for the City of Aurora.
