PURPOSE:

Create a policy for staff to follow when parking restrictions are requested in public right of way.

 

BACKGROUND:

City staff frequently receive requests from the public asking for parking restrictions in front of their homes.   The residents often request restrictions either on one side, both sides of the road or entire city blocks including time of the day/night parking restrictions.  The city's Parking Committee, comprised of city staff from Engineering, Planning, Building and Permits, Legal, and Finance, met to review some of the requests and discuss a possible policy for city-wide use.  Since many of the requested restrictions are driven by one property owner but will impact everyone on the block, a unified City-wide policy should be developed for City staff to follow when these individual requests are received.

 

DISCUSSION:

After reviewing the requests, the Parking Committee recommends that any requested parking restriction be validated by a 2/3 majority consensus of the residents on the impacted block prior to implementing the restriction.  Exception to this requirement will be the need for handicap designation which will continue to be reviewed on a case-by-case basis which involves the review of on-site parking options for the requester.

 

IMPACT STATEMENT:

No impact is anticipated.

 

RECOMMENDATIONS:

 Staff requests guidance from the RAP Committee in establishing a Parking Restriction Policy.
