SUBJECT:
Resolution to approve a Professional Service contract with Robert Half for technology staff augmentation for the Information Technology Division.

PURPOSE:
Due to the diverse and high level of workload faced by the IT Division, contracted support is often required to evaluate staff prior to permanent employment. This agreement allows for contracted services for "specialized" skill sets, and to mitigate our risks of having a sole source staffing company.

BACKGROUND:
Previously, we used only one staffing company to provide any staff shortages we may have had with recent retirements, etc. When the staffing company failed to provide proper staffing, it left IT in a critical and shorthanded state. Using a secondary company also ensures that top candidates are being sought.

DISCUSSION:
Approval of this professional services agreement will benefit the City through increased efficiencies and cost savings. Robert Half also provides support agreements that are lower than the past agency, Merrimac, Inc. This is also a cost savings for the city. Having multiple agencies prevent one company controlling what service is provided in critical time of needs. It also prevents doubling the costs in the event of an emergency, like we had in past events.

Robert Half is a local company and has been used in the past by the City of Aurora.

Funding for the contract comes from unfilled MIS positions. Therefore, a budget transfer was submitted between MIS accounts 101-1232-419.10-01 and 101-1232-419.32-20 for the open positions that are required.

IMPACT STATEMENT:
Approval of this request is important. The help desk is understaffed, the City is embarking on a number of new initiatives that will rely heavily on the assistance of help desk staff to enable staff across the organization to continue to provide public services.
