SUBJECT:
A resolution to enter into an agreement with RGC Design, to provide Landscape Architecture/Professional Design Services for the Phillips Park Mastodon Island OSLAD project for the Division of Parks & Recreation.

PURPOSE:
To enter into an agreement with RGC Design 14823 Meadow Ln., Plainfield, IL. for the above referenced project. The agreement is attached as Exhibit 'A'.

BACKGROUND:
In 2014 the City applied for an Open Space Land Acquisition and Development (OSLAD) grant with the State of Illinois Department of Natural Resources which awarded the grant in January of 2015. The State subsequently suspended the grants shortly after awarding them. The City of Aurora recently received notice that the OSLAD Grants awarded in 2015 are active again. This is a 50/50 matching grant with the State paying up to $400,000 of the total estimated cost of $874,600, The City's share is $474,600. The project scope is as depicted in the OSLAD Grant "Attachment A-3 Development Plan" in Exhibit A.

DISCUSSION:
RGC Design is proposing to provide landscape architecture/professional services for this project for $73,475. RGC Design has done work for the Department of Public Properties in the past including a revised Phillips Park Master Plan in 2014 and the successful OSLAD Grant application for the Mastodon Island project. Their experience in grant projects will be helpful in identifying and obtaining the necessary permits to complete this project. The 2016 budget provides funding for professional services for this project in account number 340-4440-451-32-61.

IMPACT STATEMENT:
The grant project has a completion deadline of October 1, 2018 for the City to receive the matching funds.
