A Resolution approving a supplemental Agreement with HR Green Inc. for the Downer Place, Galena Blvd and New York Street Downtown Two Way Conversion

PURPOSE:
To obtain approval of a supplemental Agreement with HR Green Inc. for the Downer Place, Galena Blvd and New York Street Downtown Two Way Conversion.

BACKGROUND:
In July 2016 approved an initial contract with HR Green Inc for the design and IDOT permitting of the Downer Place, Galena Blvd and New York Street Downtown Two Way Conversion. After initial review by IDOT in December of 2016 a scope change was required at the request of IDOT officials. This included new traffic counts throughout the corridor.

During the initial design phase, the Broadway business owners expressed significant safety concerns with the current operation of Broadway. Staff has been developing concepts regarding Broadway for some time due to significantly high crash rates in the area from New York Street thru Benton Street. A proposal was presented and very well received by the downtown business owners to convert Broadway to one lane in each direction with fully developed left turn lanes. This widened each lane and provided more than adequate space for parking. This concept should reduce crashes by 50% in this corridor, with the large change in the sideswipe crashes.

The Broadway scope was added to the downtown two way conversion discussion. While the design and permitting cost are substantial, the additional construction cost are minimal.

DISCUSSION:
The supplement is valued at $67,901.14. This includes full permitting of New York Street, Galena Blvd, Downer Place and Broadway and additional data collection cost.

Design and permitting will be completed late Fall 2017 with anticipated construction in Summer 2018.
