SUBJECT:
Request for approval to accept a grant award from the Department of Homeland Security for the FY 2016 CCTA program to prepare communities for Complex Coordinated Terrorist Attacks Grant Program for a total amount of $1,373,809.00.

PURPOSE:
The FY 2016 CCTA program provides funding for communities to improve their ability to prepare for, and prevent, and respond to complex coordinated terrorist attacks in collaboration with the whole community.

BACKGROUND:
The Aurora Emergency Management Agency along with the Naperville Emergency Management Agency agreed to apply for this grant opportunity when the grant program was announced late in 2016. A work group was formed that included representatives from both Aurora and Naperville Emergency Management, Police and Fire Departments. A three year plan and budget was developed to complete the grant process and letters of support were submitted from the mayors of both cities. The City of Aurora Emergency Management Agency in partnership with the City of Naperville Emergency Management Agency developed and submitted a grant application with the Department of Homeland Security on February 9, 2017.

DISCUSSION:
The FY 2016 CCTA program provides funding for communities to improve their ability to prepare for, and prevent, and respond to complex coordinated terrorist attacks in collaboration with the whole community. This grant does not allow funds to be expended on infrastructure or equipment other than simunitions for training purposes. This is a three year grant which starts once the funds are available to the city
