A Resolution Superseding All Previous Resolutions Pertaining To and Amending Salary and Benefit Plans for Employees in the Non-Exempt Pay Plan.
PURPOSE:
To obtain City Council approval to amend the salary and benefit plan for employees in the Non-Exempt Pay Plan for 2019.
BACKGROUND:
The salary and benefit plan for employees in the City's Non-Exempt Service is submitted for approval annually after passage of the City budget.
DISCUSSION:
In 2014, a salary study was conducted which resulted in a recommendation to adjust pay grades to maintain appropriate and competitive pay ranges. The study took into account both internal equity and external market rates to properly place the positions. At that time, the City choose not to implement the changes due to budgetary constraints.
Over the past year, the City has gone through an extensive organizational restructure. New positions were created and responsibilities were realigned. The City obtained an updated salary study that assessed mainly the new positions and/or positions that were changed in the scope of responsibility.
We are seeking City Council approval to implement the proposed changes to the pay plan. Implementing the new pay structure will ensure the City is maintaining a competitive, fair and effective compensation program. In addition, it will equalize the Non-Exempt and Executive Pay Plans.
Attached is the Non-Exempt Pay Plan and summary of changes proposed for 2019.
