SUBJECT:
Resolution authorizing the transfer of a 2013 Ford Focus (38-502) from Aurora Emergency Management Agency to the Aurora Fire Department for use by the Fire Cadet program.

PURPOSE:
To provide a vehicle that fire cadets can utilize to perform cadet duties during normal work operations.

BACKGROUND:
Aurora EMA received a replacement vehicle for 33-502 in June of 2017 resulting in the 2013 Ford Focus being available to be repurposed. The transfer of this vehicle from EMA to AFD should result in no additional cost except routine maintenance.

DISCUSSION:
With the approval from COA to implement a fire cadet program, there is a need for a vehicle to use for routine cadet activities. This would increase the AFD fleet count by 1 vehicle. This vehicle does not and will not respond to emergencies.

IMPACT STATEMENT:
This would add very minor vehicle maintenance costs to the AFD.

RECOMMENDATIONS:
The finance committee approve a resolution authorizing the transfer of a 2013 Ford Focus from AEMA to AFD.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
