SUBJECT:
A resolution to allow the Director of Procurement to execute a contract with Utility Dynamics Corporation, 23 Commerce Drive, Oswego, IL for the Lot E Lighting Improvements in the amount of $63,245.00. The project is located in City Lot E, one half block east of Broadway Avenue, between East New York Street and East Galena Boulevard in Ward 2; see Exhibit A for a location map.

PURPOSE:
To enter into an agreement with Utility Dynamics to provide for the completion of the improvements at this location, which include new streetlight foundations, installation of City furnished streetlights and flood lights, new conduit and wiring for future security cameras.

BACKGROUND:
The lighting and supporting infrastructure for the lighting in this parking is deteriorating. The existing foundations are in poor condition and the light poles are beginning to show signs of age. The City has reclaimed light fixtures from other locations within the City that are in good condition and can be utilized at this location. This project was advertised publicly on February 26th and opened at 2:00 p.m. on March 15th. Three bids were received, all conforming to the specifications. The low bid from Utility Dynamics was $63,245.00, which was 13.9 percent under the engineer's estimate. The tabulation of bids is attached as Exhibit B, the advertisement is included as Exhibit C and a copy of the bid submitted by Utility Dynamics is included as Exhibit D.

DISCUSSION:
This project will benefit the community by replacing outdated infrastructure and maintaining the current level of service to the residents, business owners, customers and commuters who utilize Lot E.
