A Traffic Study for Summerlin Drive. Ward 9, Alderman Bugg

PURPOSE:
To study the options for STOP signage at the intersections of Summerlin Drive & Grantham Lane and Summerlin Drive & Dunhill Lane.
BACKGROUND:
A Resident sent an E-mail to Alderman Bugg requesting 3-way STOP signage at two intersections: Summerlin Drive & Grantham Lane and Summerlin Drive & Dunhill Lane. The Resident expressed concerns about speeding and School Buses operating in the area.
DISCUSSION:
As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04 'yield or stop signs should not be used for speed control'. A review of the accidents at this intersection does not indicate a required mitigation due to crash history. Both roadways are residential with low volumes. Traffic counts indicated an average speed of 29 mph on Summerlin Drive north of Dunhill Lane, and 26 mph south of Grantham Lane. Vehicle counts on Summerlin Drive ranged from about 500 ADT north of Dunhill Lane, and about 650 vpd south of Grantham Lane
Grantham Lane and Dunhill Lane are shorter in length than Summerlin Drive and for the purpose of this traffic study was not investigated for speed.
None of the intersections warrant all way stop based on traffic volumes of crash history. The only intersection considered for an all way stop was Grantham Lane and Summerlin Drive. This intersection is the main access to a park located west of Summerlin Drive while the vast majority of residents are located east of Summerlin Drive.
IMPACT STATEMENT:
Operation will be required to install an all Stop signs and stop bars.
RECOMMENDATIONS:
Staff recommend an all way stop installed at the intersection of Grantham Lane and Summerlin Drive.
