PURPOSE:
A Traffic Study for Eastwood Drive, near Smith Elementary School, parent/student pick-up/drop-off vehicles blocking driveways near the crosswalk/sidewalk access to school.
BACKGROUND:
Alderman submitted PS # 3608310, resident at 1383 Eastwood Drive complaining about Smith Elementary parent/student pick-up/drop-off vehicles blocking driveways near crosswalk/sidewalk access to school.
DISCUSSION:
Staff performed field observations, on Eastwood, for school related hours. Congestion on Eastwood Drive peaks during the PM school dismissal period of 1:45 to 2:45 PM. Typical School day is from 7:55 AM to 2:20 PM. Staff discussed issue with school Principal, who was familiar with the issue. Smith Elementary Administrators have tried to encourage student pick-up/drop-off in the circle drive to the school, off of Robinwood Drive and have discourage Eastwood Drive in notification to parents. Closing the Eastwood sidewalk access to the school would be difficult due to many walking students currently using the path. There is existing yellow curb and NO PARKING signage on Eastwood Drive, near the school crosswalk/sidewalk access.
IMPACT STATEMENT:
Street Department and APD resources.
RECOMMENDATIONS:
Staff recommends continued support from Smith Elementary Administrators to discourage Eastwood Drive as a student pick-up/drop-off area. Staff further recommends changing the existing Eastwood Drive NO PARKING, with school hours, signage to NO STOPPING, STANDING OR PARKING signage near the school crosswalk/sidewalk access, along with occasional APD enforcement.
